No minor should have a social networking or messaging account that their parent is unaware of. It's very common for minors to be on Twitter, but polls have indicated that they believed it was a private messaging platform when, in fact, it was public. If your child is going to use Twitter, you may want to "follow" him/her on Twitter and keep an eye on who he/she follows and is followed by. A simple search could lead your child to pornographic websites or users willing to share adult content. Twitter also has private messaging and any user could contact your child without having to be followed by them. No child under 15 should have twitter and it should not be used by any minors under 18 without a parent knowing.
Twitter is a platform for public engagement. It can be used privately, but it defaults to public settings. If your child is going to use it, he/she needs to understand this and adjust settings and/or behavior appropriately. Your children can have "followers" on Twitter who are people who read their Tweets. Twitter is also a public network often used by adult film stars. Your children can follow their Tweets, although the photos/videos they share may be blocked depending on their website restriction settings. People can meet on Twitter and have private conversations, either by following one another or by sharing on their profiles their usernames on other messaging platforms like Kik or Snapchat.
